Explaining something technical well isn't about dumbing it down. It's about leading with what it means for the listener, not how it works.

Lead with why they should care
The most common mistake is starting with the mechanism — the architecture, the process, the how — when the listener's first question is "why does this matter to me?". Open with the impact: what changes, what it costs, what decision it affects. The technical detail is support that comes after, if they want it.
A non-technical listener doesn't need to understand how it works to make a good decision about it. They need to understand what it means. Give them that first.
